[cisco-voip] Cisco BUG?

Yes, the system checks the memory available before adding the dial-peer.  As
I recall, at around 20% free process memory of total (in the first couple of
lines of show mem you can see these values), you will see this error
message.

The fact that you indicate that you can reboot the gateway and add the
dial-peers for awhile might indicate that you are seeing a memory leak
somewhere on the system.  However, it could also indicate that you do need
to look at upgrading memory if you are running close to that 20% value right
after you reload the router.

I would suggest that you open a TAC case for your issue so that it can be
determined why you are seeing this error message.
