I think he wants dialing from Outlook. This is done via the Cisco TSP, downloaded from the CCM Plugins page. You will need a valid account/password in CCM that has your phone assigned. Outlook will then be able to pick your IP Phone lines as valid targets for dialing from contacts.

What are you trying to do?
If you're looking for the corporate directory that is done via the Cisco Customer Directory Configuration Plugin.
If you're trying to get contacts from outlook onto the phone you can look at Cisco IP Phone Address Book Synchronizer plugin.
