[cisco-voip] Best way to start a call from IP network.

I'd like to make a solution where application (from web page example) calls
out a new phone call where both legs are in POTS network. I'd like to use
cisco AS5350 or AS5400 platform. Does anybody have experience what is the
best solution? One possible solution, what I figured out, is that
application makes a SIP or H323 call to POTS number. This call includes
information about second POTS leg (I don't know where) and TCL script in
access gateway starts a call with two POTS leg and disconnects VoIP leg. I
can't find a other solutions. Is there any protocols with wich I can
controll access server calling features?
