[cisco-voip] callmanager h.323 gateway to Avaya

First of all the Alerting we receive from the Avaya is telling us the 
call is not end-to-end ISDN so we need to cut through audio to hear 
ringback.  I don't see any type of media exchange however, which is 
odd.   I'll have to look at some other traces for comparison tomorrow 
though to be sure.
