[cisco-voip] IP phone can not register to CCM

if the file is not in memory, then TFTP process did not find the device
in the database when it was building TFTP configuraiton files. go into
ccmadmin and change the device pool of the device, then change it back.
click update each time. This should generate a change notification to
the tftp process so it re-reads the database and builds this file. If
the file still does not exist, you very likely hava dbconnection
problems in your cluster. make sure name resolution is working (DNS
primarily) and run dblhelper to make sure replication is working.
