This was the issue.  I disabled to 2nd analog port and Transient
Connections stopped.

Do you have some ATA's where only the first port is being used? If so,
then the port two's are what is trying to register with CallManager and
causing the transient connection attempts. You can either turn off the
second port on the ATA or register it in CCM and just not use it.

In Call Manager Event Viewer I am getting Transient Connection Attempted
from an ATA.  It is happening every few minutes.  I have the latest
skinny image.  Call Manager is now 4.1(2), but I had the same issue with
4.0(X).
