This is one of the reasons for extension mobility. Basically you program the phone to have access to all off-net dialing, the 'non-logged in' line to have only on-net dialing, and the 'profile' you want to use to have off-net dialing. As is, the non-logged in line will 'deny' any of the off-net dialing the phone/device has been given access to. When someone logs in, they're profile's calling search space will not contain any of the route patterns which deny off-net dialing.

Some caveats to extension mobility - it is not redundant - that is when the publisher fails, extension mobility fails.

  I want to know if there is a way with CCM 3.3.3 to set up a phone with  on-net only services and also provide the capability of a user to log on to that same phone and make outgoing calls.
