[cisco-voip] Adding Dial Peer

Just a thought - have all calls routed to the CM first, and if the CM 
does not find an exact match, have a wildcard route pattern that sends 
the call back to the router with a prefix so the router can match a pots 
peer and handoff to the PBX.

Tandem over h323 doesn't tie up any real physical trunks and the CM can 
do that all day long.
