[cisco-voip] Help!!! When i transfer a call, who is charging the call?

Here is the situation:
internal 2080 called 96979119189 and after 7 seconds the call was transfered to 2081. I cannot charge user who owns 2081 
because the call is not shown on his bill!! It is shown as if the call was originated from 96979119189!! Is this normal? Is it a bug.
