A custom CRS script could do this, but you would have to route all outbound
calls through this script, allow it to check, and then have the script
redirect to actual destination via matching a different route pattern.

Subject: [cisco-voip] Control user's dial rights in a time basis
Hi all,
is there a way to control user rights to dial specific dial patterns (eg
long distance or international) per time basis? For a example to allow in a
company 30 minutes calls per user per month. After the user has exceeded this
time threshold, he could not place calls. Can this be achieved by using CAR
and the database records collected by CDR or it can be done by RADIUS and
AAA over the voice gateway?
Thanks.
