[cisco-voip] TCL and Cisco VOIP

I've been seeing posts about TCL and have to admit, I'm interested. Are there any Cisco pages about using this? From my limited knowledge TCL was a tool/programming language on Unix, is this the same TCL people are referring to? Is it loaded on the Call Manager or does it use TCP/SNMP communications to the publisher?
