[cisco-voip] Call Back extended function interoperability

In CM 3.3+ the Extended Function service allows a phone to request a 
CallBack notification from another VoIP phone.  Is it supposed to allow a 
CallBack to any other kind of phone, ie is this standard telephony 
signaling?  It works fine voip to voip, but I get an error on voip to cell 
: CallBack cannot be activated to [cellphone number]  and a different error 
when dialing a 5 digit string for a legacy centrex phone : CallBack 
failure  If I dial the full 10 digit string for the legacy phone I get the 
same error message as on the cell phone error.

The 5 digit DN and 10 digit DN use different route patterns but both go out 
the same PRI.  We are connected to legacy centrex and PSTN via PRI/wsx6608.

Has anyone got advice on how to diagnose/fix the problem?  Or at least to 
change the "Callback failure" error message to the "Callback cannot be 
activated to ..."?
