Only 1 CallManager. Status message says "SEP000C85B99983.cnf.xml"

I assume I am getting TFTP because I am getting an Event Log error

Error: StationEventAlert - Station alert.
  TCP Handle: 40cfe
  Device Text: 3: Name=SEP000C85F04A92 Load=6.0(5.0)Version Error
  Param1: 2304
  Param2: 452991498
  App ID: Cisco CallManager
  Cluster ID: SC-CCMPUB1-Cluster
  Node ID: 10.26.0.10
Explanation: Station device sent an alert to Cisco CallManager.
Recommended Action: Ensure that the configuration for identified device
is proper..

Which server is the phone pointing to for TFTP service? Are the
files in the TFTPPath of that server? Point your web browser to the IP
address of the phone and check under the 'status messages' link for
possible pointers. You might turn up detailed TFTP traces and make sure
the phone tftp request is reaching the TFTp server.

I am trying to upgrade one 7940 from 6.0(5) to 7.1(2). I placed
all of the P00307010200.* files in the CCM TFTP Path folder. On the
individual Device page, I set the Phone Image to P00307010200, clicked
update and restarted the phone.

When I web into the IP Phone itself the app load is still
identified as 6.0(5). I had the user unplug the phone and plug it back
in, same problem. I looked at the .conf.xml file for the phone and the
new load file is entered.

	Why won't this phone upgrade??
