[cisco-voip] Attendant Console behavior

Just wanted to add that if your main number rings into an AC pilot
point then that will also get unregistered while TCD is down. Just
something to consider when restarting the service.

when this happens with the ? marks.
Cisco TCD service is used for attendant console and
safe to stop/start as it only effects people who use
attendant console.
