[cisco-voip] T.37 Store and Forward fax issue on the off-ramp voice gateway

Hi!

You need a certain TIFF format to send them as fax (G3). The encoding 
must be "Group 3 Fax Encoding" and the correct size. Use the onramp 
feature to receive a working TIFF file and analyze the received TIFF. 
AFAIK there are some linux tools to convert files into G3 TIFFs.
