Sounds like a gatekeeper or maybe a proxy gatekeeper configuration.

Anyway, does anyone know of a good H.323 to H.323 gateway for Video
Conferencing??  Our Video Conferencing units sit inside our firewall,
and we would really like to give these units to natively call H.323
Video Conferencing units on the Internet.
