[cisco-voip] 7970 won't release IP address

I happened to reassign a dynamic DHCP address from our voice vlan to a 
static device, but neglected to immediately change the DHCP 
availability.  I tried to use the "release address" option on a 7970 so 
that it would get a new address, and it just would not  release the 
dynamically obtained IP address.  I notice similar behavior on a 7960 - 
it will not get a new IP address even when I ask it to release the 
previously held IP address.  On the 7970, I even hard-coded a different 
ip address, and it worked, but when I re-enabled DHCP it picked up the 
old, undesirable IP address!

Is this more likely a bug in the DHCP service (Cisco NetRegistrar), or a 
phone firmware bug?
