[cisco-voip] Authorization required on Phone Services

I have a new installation of CCM 3.3(5) and notice it shows "Authorization
Required!" when pressing Services button on the IP Phone. This doesn't
happen to 3.3(3).

Is there something to change to disable this? Thanks.
