[cisco-voip] International Dialling Weirdness

We've got a problem where we have intermittent international dialling
problems. The other problem is that I haven't experienced it and can't
recreate it. What happens is the CIO (of course) tries to dial China.
Three times out of four, he dials and it does nothing. It waits and
then simply disconnects without error.
I have tried many times to recreate this and I cannot. I am also not
local so I am relying on third hand information. We have proven that
international dialling does work. It works for me when I try to call
around and sometimes it works for him.
There is a 10 second interdigit timeout that seems a bit long. Could
turning that down perhaps help? Also, he is using a 7970 phone and I
have found them to be quite unreliable.
Does anyone else have any other ideas? I'm a bit stumped here.
