Sorry I don't see how adding FXS is going to help you.

I don't know what GEO you are in but I think 1 or 2 ISDN BRI lines might work well in this situation. I have one here at home and it works well for me. You can replace your current card 2FXO card with a VIC2-2BRI-NT/TE and get twice the number of lines. You also need two NT1's. You get both ANI and DNIS and it has full supervision almost like a PRI. 911 should be OK as well.

Depending upon where you are you might be able to get ISDN MSN (Multiple Subscriber Numbering) which allows multiple numbers (more than the two SPIDs) to be assigned to an ISDN line. It's like DID for ISDN.

I guess the only issue is what the rates are for ISDN.

As far as how many lines you need it depends. 6 sales persons will probably need  more than 6 lines. 6 engineers might only need 2 lines. I would start with 2 BRI which is 4 lines.

You also might be able to do something with SIP and the new CME 3.4. SIP rates are pretty cheap these days.

Actually why don't you use the ISDN for incoming and SIP for outgoing?
