[cisco-voip] FXS port problems

I am able to dial out of the ports that are not configured for incoming
calls but as soon as I associate it with a dial-peer the outgoing calls
stop and I get the fast busy signal, the incoming will the work fine. Am
I missing a command to allow the ports to act as both incoming and
outgoing.

I am configuring a 4 port fxs card for analogue lines to be used in a
branch office, I have incoming working fine but the outgoing calls, it
will ring once on the destination phone and then cut out.
I have the following dial peer and then a route pattern of 81250 on the
call manager pointing to the gateway.
