[cisco-voip] ethernet disconnected

I've got a TAC case open on this (602611867). 7940 works OK on a 3524,
won't work on a 3750. I think it's power-related, since a debug interface
shows absolutely no IP traffic. The switch sees a powered device, offers
power, and then the phone shows the "Ethernet disconnected" message. It's
peculiar to this phone; another of the identical hardware level (and
firmware) works OK.
