[cisco-voip] MGCP fails to start after reload

Have a 2620XM, 12.3.7T, router took a power hit, afterwards MGCP would not
come up until a no mgcp, mgcp had been entered.

I have advised customer to upgrade to 12.3.11T7, but he wants documentation
of bug first.

Checked the bug toolkit, nothing specific is popping up.

Any ideas?
