[cisco-voip] Cisco 7935 firmware issues

Nope, nothing is being filtered with FW or ACL's. In fact, I plugged in
another 7935 and it loaded the new firmware no problem. I ran a port
scan on the device, and telnet and www are open.
How else can I force this device to upgrade?

Can you ping the 7935?
Is there any ACLs or FWs between it and the DNS, TFTP, CM, etc.?

Depends on the switch, but try
switch# term mon
switch# debug interface FAx/y
or set up a SPAN session to a monitoring port
