[cisco-voip] CME - unknown umber

When I reboot my CME router and after the IP Phones have their load and
are active, I dial a number as defined by a dial peer, I receive an unknown 
number message on the phone.
After another minute or two the number works.  What causes the delay, is 
there any way to improve this?
