[cisco-voip] PRI between CCM (3725) and Nortel M1

try adding
 isdn channel-id invert extend-bit

Under your serial interface, i.e.

int ser0/0/0:23
 isdn channel-id invert extend-bit

I had the same problem with a Nortel 61C and the above fixed it.
