I think this is by design.  

If you look at the release notes under the resolved problems you'll see
the following:

CSCef71265  
When a Cisco IP Phone 7960/40 has a single call on hold, the line button
should invoke the overview information display.

Why this was considered a bug that needed to be fixed I don't know.
