Andy,

are you sure that you don't look at the same packets more than once. 
Depending on how you have set up the port mirroring there is a possibility 
to see packets more than once in a trace. I'd go for the sequence numbers 
in the RTP header to verify. I cannot imagine a codec to produce more than 
the normal 33 to 55 pps so I assume that what you see might be a recording 
issue or a switch misconfiguration (although...if YOU write this post i 
doubt very much that the switch is misconfigured.)

Troubleshooting a Witness call recording quality issue.  I am looking at
an ethereal trace and I am looking at a particular voice conversation
between 2 IP phones, in 20 seconds 2973 packets were Tx and 6937 were Rx,
that's 149 and 345 pps respectively, how is this possible with g711 20 ms
sample size, I should only see 50 pps plus 150 bps of Skinny.  If I look
at the individual packets the arrival time between packets is on average 2
to 10 Microseconds  instead of 20 ms.  Am I missing something?
