[cisco-voip] DC Directory doesn't start

Having issue where DC Directory is not starting
anymore. Try to start it and it comes up with a
windows dialog box that the service is not starting
and did not report a error. This is a actual window
that pops up which I haven't seen yet when trying to
start a service.

CCM 3.3(4) and OS 2000.2-6sr7. We've rebooted several
times and everythiug starts up except this service.
Nothing in event logs. No DrWatsons.

In the DC Directory folder, under the DGxxxxxxx.xxxx
folders there is files with errors in them.

dcx500.out has line about Fatal Error - failed to read
message catalogue.

Any ideas?
