[cisco-voip] g711 sample size in CCM - 10ms or 20ms

Hi Brad,

For MGCP and SCCP, the endpoint reports its codec capabilities at 
registration time.
For h323, codec capabilities are excahnged at call setup through the 
h245 communication.
