[cisco-voip] Cisco 7970 Background Images Not Available

Hi All,
         I've tried to setup some alternative background images for
the Cisco 7970 phones with no luck.  I followed the instructions in
the Cisco IP Phone 7970 Admin Guide

I placed the the full size and thunbnail files in following directory
C:\Program Files\Cisco\TFTPPath\Desktops and I also created the
following list.xml file

However, when i go to user settings ==> background images, I get a
"Selections Unavailable" message.

Any ideas on what the problem may be
