[cisco-voip] Delayed Voice - Troubleshooting Tips?

We are experiencing an interesting symptom which I have not been able to
identify a fix for.  We have 2 Clusters (UK and US) and when calls are
made between the two there is about a 1-3 second delay before the
calling party can hear the called party.  Codec being used right now is
G.711u and sufficient bandwidth is available.  We didn't have this delay
with G.729, but had quality issues when trying to use G.729..  any
suggestions on how I should troubleshoot further?  Silence supression on
both ends has already been disabled.  The only thing I can think of
right now is that the phone load on each end is a different version, but
didn't think that should matter.
