[cisco-voip] MTP Resources Available question

I have a question about available MTP Resources.

Have a CCM 3.3(4) cluster with 2 servers and each
server has MTP call amount set to 48, the default.
Both CCM MTP services are registered to the the
publisher. 

If I look under performance monitor, it saids the MTP
available resources is 24 for each server and not 48.
If I bump MTP up to 64 then this number increases to
48. 

We were having issues with calls getting busy, and in
logs it said mtp out of resources. But in performance
monitor the MTP out of resources counter never went up
while these errors occurred in event log. 

I'm curious why it shows 24 when it's configured for
48, etc. I've looked on cisco but haven't found any
details yet as to how it calculates the resources.
