This sounds like a DTMF in-band, out-of-band issue.   Just out of
curiosity, are the S8700's listed under gateways or trunks in CM?  

If you're using it under trunk, it should only be done with a gatekeeper
involved.

If it is listed as a gateway, see if the "Wait for far end H.245" box is
checked.  If it is, uncheck it.   It may be the Definity system wants to
see what the CM has to offer.

Can you get a CCM trace (detailed debug trace level) of both calls?  
The info in the Setup and H.245 negotiation should show the problem.
