[cisco-voip] Disable Phone Port

The 7912s are not receiving the level of development support that the 7940/60s are. Not sure why.

They don't even have many of the security parameters they suggest you to turn off in order to secure things properly. :(

We had to write an entirely new directory application because the XML browser on the phones are different.
