We recently experienced a similar issue when doing QSIG between a 6608
and a Tadiran Coral 3. We were not getting DTMF inbound from the PBX.
The solution was to modify the default values of the advanced ccm
service parameters

* ASN.1 ROSE OID Encoding*   

was changed to ISO from its default on Cisco of "use local value"

* QSIG Variant

was changed to ECMA from its default value of ISO. 

This was matched on the Tadiran Side and we then had DTMF.
