[cisco-voip] Question on PRI Gateway

Also, remove the application mgcpapp from pots
dial-peer with PRI port under it. That can cause you
problems with calls. There is a bug id on that not
being needed but some cisco docs conflict and we went
through TAC before on that when we had issues with
calls on PRI off and on and since removing that we
haven't had issues. I can dig up the bug id if you
need it.
