[cisco-voip] MLA and BARS

I'm thinking alot of those utilities that are earmarked for administrators only will be left like that. There was one other that I ran into, but can't remember it.

Do we really want anyone else but admins making bulk changes?

I would.....I'd like someone else to do bulk changes to FACs for example.
