[cisco-voip] MLA and BARS

Just like BAT, BARS is not integrated to CCMAdmin.  It's its own 
administrative web page.  MLA only works with web pages under the 
CCMAdmin (and probably CCMService) IIS virtual directories, AFAIK.

Anyone notice that BARS still requires the administrator account and not
the MLA CCMadministrator or user accounts?  Is this by design or a bug?
