I can suggest you trying translation rules. It is possible that your
ISDN termination partner does not support CLI in the format you are
trying to send. National usually works. Here is an example:
translation-rule 100
rule 0 123 456 any national
...
apply the rule to incoming voip CLIs:
voip-incoming translation-rule calling 100
