[cisco-voip] CME outbound calls not transferring

I have the following scenario:

2621 running CME at various offices, each of which are running CME, with
PRIs delivering only incoming calls. These routers sit on an MPLS VPN, on
one edge of which there is a Cisco 2621 running the Cisco IPIPGW for
outbound calls, which then backs off to our Gatekeeper and PSTN gateways.

With incoming calls (on the PRIs), we can transfer calls, etc etc.
When we make outgoing calls (via the IPIPGW -> Gatekeeper -> Gateways) we
can not transfer calls, they simply disconnect.

This seems to be a problem with the IPIPGW at the moment - anyone have any
ideas?
