One option for this is to create your dialplan using the device/line approach.
The device has access to all route patterns using local gateways and the line uses 'block' route patterns to deny access to certain types of dialing.
When someone logs into a phone, they will always be using the local trunks, but their line will deny them access according to their class of service.

I am having problems understanding extension mobility. How will it
work if a person from Madison logged into a phone in Texas? How does
it know to use the local trunks instead of following its usual path?
