I think I ran into this in a few other places. I'm pretty sure it's
this bug:

The Cisco IP Phone 7960/40 loses its selected ring type.

Folks,
Anyone out there have users that occasionally have their phones loose
there ring tone settings? When they do they'll just get an odd clicking
when the phone should be playing a ring tone or a default ring. This
seems to happen with no real patter other then a few more complains
after an office is brought back online after a scheduled power outage.
A reboot of the phone will restore the list of choices and they can then
reselect there ring settings.
