Is FAC only available on 4.1? We're only running 4.0(1) and the upgrade
would be a tough sell (not with me, but with management). I checked the
website but couldn't find anything related to 4.0 and FAC.

Court,
Time of day routing with feature access codes would work for you. CM4.1
has time of day routing, basically you set what hours a partition should
be active.
For the off hours partition include a long distance route pattern with
FAC enabled. Setup a 1 code total, or 1 code per person for after hours
calling.
