[cisco-voip] Unity Account Policy

My Unity account policy calls for a minimum 3 digit password.  After
resetting a user's password and forcing them to change upon log in the
system is REQUIRING a 5 digit password.  Is this a default that is
unaffected by the account policy? I'd rather everything be consistently
set to a minimum of 3.
