[cisco-voip] upgrading cra from enh to pre

In order to add features in CRS (enh to prem) you need to insert Disk1 and
run through setup again.  This time select your new .lic file and you will
get all the new features.  Re-running setup takes much less time this time
around and you just need to re-run through the initial setup again.
