[cisco-voip] Local number issue

You are hitting the interdigit timeout, and it is caused not by the
route pattern you are matching, but by other route patterns that are
potential matches. Most often it is the long distance route pattern
that causes issues with local route patterns such as yours.

We have an issue with one of our branch offices where they are
calling local 6 digit numbers, it can take up to 15 seconds before
you get a ringing tone when dialling out, if however we dial the same
number with the STD code it will connect within 3 seconds.

I presume this is an issue with the dial plan / route pattern but I
cannot see what is wrong at all, the pattern is set up as 9[2-9]XXXXX
and the settings are just like any other pattern which is not
causing any issues.
