[cisco-voip] 4.1(3)sr1 - no error tone on blocked route patterns

Are you hearing the annunciator or get a busy/reorder
tone or something else?

What do you mean by removed the annunciator? If the
annunciator is not assigned to a Media resource group
it is available globally for everyone to use.
