[cisco-voip] modifying the 'Standard User' softkey template

I need to make some adjustments to the softkey templates for multiple
offices and there really doesn't seem to be any easy way to do this. 
I want the updates to apply to every single IP 7960 phone.

I was thinking that I would just update the 'Standard User' softkey
template in ccm 3.3(3) but it isn't that easy.  This template is
read-only.

Of course, I could copy that template to another new custom template
and update all of my device pools to have the new softkey template and
reset the device pool.  This would get most of the phones but not all.

Some phones seem to have been initially created specifying a softkey
template as 'Standard User' at the phone level, thus overriding the
Device Pool softkey setting.

That presents a problem as the BAT tool can not query or update the
softkey template on the phone level.

Any ideas?
