[cisco-voip] Callback over PST

Hi Ahmad,
The CallBack feature is only available for IP Phones and some
CallManager applications. When the caller activates CallBack to a
called IP Phone CallManager will monitor that IP Phone for it to go
idle or for an off-hook to on-hook transition. Once it sees this it
notifies the caller that the phone has become available. CallManager
would not be able to monitor the PSTN phone. More information
